Voter Eligibility
Voter eligibility must be verified to stop ineligible people from voting and eligible people from being prevented from voting and casting a ballot. Ineligible votes disenfranchise eligible voters by overriding eligible votes.
First, the identity of the person applying to vote must be verified. It must be verified that the person applying to vote is actually the person that they claim to be. This is to prevent identity theft and vote fraud.
Second, the person's current qualifications to vote must be verified. The person must currently reside at the residence address provided, must currently have attained the age of 18 years, must currently be living, must currently be a U.S. citizen, must currently not be ineligible because of felony status, and must have registered to vote before the close of registration for the current election.
Colorado is currently developing a system called SCORE II. The system is to serve as the statewide voter registration and eligibility system.
Colorado Voter Group is concerned that the SCORE II system does not fulfill the two eligibility tasks. Further, the current status of the project suggests substantial risk if the SCORE II system is deployed for the 2008 Primary and General elections.
