The Colorao Election System is the means whereby eligible electors select their representatives and decide issues.
The scope of the election system includes a set of processes, data, and criteria for ensuring that process and data expectations are met.

Districting -- define districts; assign residences to districts.

- Elector identity - confirm that a person is who they claim to be.
- Elector eligibiloity - confirm that a identified person meets all criteria for voting in a specific set of districts.
- Campaign oversight -- monitor campaigns for compliance with campaign codes.
- Ballot Access -- confirm that contests and contestants meet the requirements for appearing on specific ballots.
- Ballot Production -- define ballots as sets of contests and districts; create original ballots for each set of districts.

1. We need to reach a preliminary consensus on the categories and expectations included above.
2. We must create strict definitions for each expectation. This will probably require reaching consensus on a conceptual model of the “election system”.
3. We must then agree on the way that each expectation will be measured and its acceptable level of performance.
4. We must then prioritize the expectations and the categories.
5. We must then approach election officials with our model, and learn how it conforms to theirs.
