Dear Mr. Kolwicz:
The hearing scheduled for December 20 is intended solely for
presentations by the Secretary of State and the County Clerks. The long
standing operating process for the Joint Budget Committee does not
provide for public advocacy groups to present at our hearings or
briefings. We do schedule 20-minute presentations on Tuesdays and
Thursdays during November for consideration of public issues. The joint
budget committee is responsible for the State of Colorado's budget. It
is solely within the context of budgetary matters that we are reviewing
this issue.
Matters of legislation are handled by the full legislature after the
beginning of the session in January.
