Statewide Voter Eligibility Project - SCORE

 

Following Accenture's failed attempt to develop a statewide voter registration system, a second attempt is underway.  This effort has been contracted to Saber Software and is described on the web pages Statewide Voter Registration System.  On November 14th, 2007, Saber announced that it has been acquired by EDS. 

 

Previous Secretary of State officeholders have been non-responsive to public requests for involvement in the requirements setting process.  The head of Colorado's Office of Information Technology was likewise non-responsive.
 
CDOS has released copies of its testing status reports for the Statewide Voter Database Project -- SCORE II (see below).  It is important to remember, when reading the reports, that the system is a work in progress.
 
Saber Software is using its Electus (TM) Voter Registration & Election Management software to meet Colorado's requirements.  The public is anxious to see detailed functional specifications of the system and has expressed its concern that the system is both inadequate as a voter eligibility system and overkill due to its inclusion of non-eligibility functions.
 
HB08-1039 Postponed Indefinitely 7/4 - The bill requires that citizens present photo identification when voting. Specifically, it eliminates several forms of non-photo identifications allowed under current law.
 
HB08-1177 Postponed Indefinitely 7/4 - The bill requires a person to provide proof of citizenship before he or she registers to vote.  The bill sets forth acceptable documentation for proving citizenship, and specifically excludes proof of voter registration from another state. The requirement does not apply to a person who is already registered to vote by July 1, 2008, or to overseas military personnel, or other overseas voters who apply to register by federal postcard application.
