Ms. Williams:
I may not be able to respond to your October 16th letter before November 1st. I will do so as soon as I return. The delays have consumed the time that I had allocated for this inspection, and I must now honor a longstanding commitment.
Please understand that we do not intend that the department communicate in any particular format – e.g. the worksheet that we offered. However, it is very clear that we have not reached a common understanding with the department regarding our requirements and we do need some method to reach understanding on this very vital set of data. We’ll consider any alternate method you propose to eliminate the communication barrier.
As best we can tell, the materials that have been identified by the department are not responsive to our request, or are wrongfully being withheld.
If the materials do exist, and we are simply having a communication problem, we will be happy to examine them. But it makes no sense for us to invest money and time to inspect a set of materials that are not responsive to our request.
If the materials do not exist, we have a much more serious problem. The materials that we have asked to inspect are mandatory parts of any competent systems development process. If they are non-existent, we should all be fearful of the outcome.
Please note that we are asking to inspect these materials in our several roles of citizen, voter, poll watcher, and canvass board.
