Mr. Kolowicz,
I apologize for the delayed response as I have been out of town.
As you were advised on September 21, the fee of $180 is the cost estimate calculated in accordance with CORA Rule 4.3. It is based on 6.5 hours of staff time required to retrieve the information you requested. As noted more than once in our previous correspondence, we are making available to you items that are clearly and directly responsive to your request (e.g., the transmittal letter). As we also previously informed you, we are making available to you additional documents that might be responsive so that you can judge for yourself whether they are in fact what you specifically had in mind. Even if you conclude that some of the documents are not responsive, the fee is still based on 6.5 hours of staff time originally required to retrieve all potentially responsive documents.
In response to your latest question, all of Colorado’s counties have been in the process of migrating data to the statewide voter registration system. The system was recently utilized by the nine pilot counties this past election. The system will begin to be rolled out in waves to the rest of the counties in the coming months.
